Pre-April 1 Guidance for Renters and Homeowners Impacted by COVID-19

If you are a renter or homeowner in Portland/Multnomah County who has been financially impacted by the COVID-19 public health emergency, and you are unable to pay rent or your mortgage, please see guidance and resources below.

For Renters:

If you can demonstrate a substantial loss in income due to the COVID-19 pandemic you can defer your rent payments. Rent payments are not being forgiven, you will still be obligated to repay missed payments.
The City of Portland and Multnomah County have enacted emergency laws to prevent people from losing their homes due to job and income loss. You are able to defer rent payments for up to 6 months if you can demonstrate a substantial loss of income due to job loss, reduced work hours, business closure, school or childcare closure, missed work to care for oneself or a family member ill with COVID-19, or other similar causes. You must notify and provide documentation to your landlord on or before the day rent is due. Click here for more information.

For Homeowners:

If you can demonstrate a substantial loss of income due to the COVID-19 pandemic you may be able to defer your mortgage payments. Mortgage payments are not being forgiven, you will still be obligated to repay missed payments.
For loans backed by the Federal Government, Federal Agencies have enacted suspensions or deferrals on mortgage payments. Two-thirds of all mortgages in the United States are backed by the Federal Government. Contact your mortgage servicer to determine whether or not your loan is backed by the Federal Government and to understand additional eligibility requirements. If your mortgage is not backed by the Federal Government, you may still be eligible to defer mortgage payments. Many banks and mortgage servicers are enacting their own deferment programs – call your mortgage servicer for more information. Internet Access

Charter Communications
Starting on March 16, Charter will offer free Spectrum broadband and Wi-Fi access for 60 days to households with a K-12 student or college student who do not already have a Spectrum broadband subscription. Installation fees will be waived for new student households as well. To enroll, call 1-844-488-8395.
Comcast
"They will make it easier for low-income families who live in a Comcast service area to sign up by offering new customers 60 days of complimentary Internet Essentials service, which is normally available to all qualified low-income households for $9.95/month.
They are also increasing Internet speeds for the Internet Essentials service from 15/2 Mbps to 25/3 Mbps for all new and existing customers, which will be the speed of the service going forward. "

Utility Relief

College Students lowering Utility Bills Assistance
Portland General Electric
They have suspended non-payment disconnection. Urging customers to call them if you need help with your bill so they can work with you to find a solution that fits your needs. You can request a payment extension 24/7 by logging in to your account or calling their automated phone system. Offices are closed through 4/1 and they are encouraging customers to use self-service options.
NW Natural Gas
Will not disconnect customers who can’t make utility payments due to the impacts caused by Coronavirus.
Portland Water Bureau
Will not disconnect service of Bureau of Environmental Services and Water Bureau customers for nonpayment. Customers will continue to be responsible for sewer/stormwater/water charges due now and accrued during this time. The Bureau of Environmental Services and the Water Bureau offer financial assistance in the form of: Payment arrangements, Bill discounts for sewer and water charges, Crisis vouchers, The Utility Safety Net program.
Pacific Power
Temporarily suspending disconnections and late fees for non-payment for customers.

Shelters

Portland Homeless Family Solutions
Continuing to provide shelter and services to homeless families with children.
The Charles Jordan Community Center
There will be around 400 beds in this temporary shelter managed by the Multnomah County Joint Office of Homeless Services and public health officials.
Transition Projects (TPI) Resource Center
Continuing to deliver services during COVID-19. The Transition Projects Day Center is open seven days a week, 365 days a year. The Day Center is the point of access to all other services TPI offers, and is the first place people should visit if they are looking to meet basic needs or be connected to emergency or residential shelter services.
